The Sangsad was founded on 16 September 1936 in Sylhet. Its library began with fewer than twenty books, and now holds more than 42,000.
Among them are over 1,500 rare books, 50 manuscripts, old newspapers and periodicals, and a handwritten Quran attributed to the emperor Aurangzeb. Its Sylhet Nagri texts, written in the region's own old script, have been digitised with the British Library's Endangered Archives Programme.
This is a working society as well as a library. It has published the journal Al-Islah since 1939, gives a literary award, and holds a literary meeting every Thursday.
